[vtk-developers] Release builds for Gerrit and Continuous

A short term goal, if and only if we can get the continuous to 0
defects, is to re-enable emails for broken builds.

They seem to be turned off now. I used to get dozens fo cdash e-mail
every day from VTK. So many, that even I ignored them.

Back in the day, the continuous was a powerful tool (and the only
tool) for automated reminders of broken builds. Today, gerrit takes
much f the risk out. But, since we are all human, and sometimes merge
a gerrit topic without checking the gerrit builds, the continuous
could still be valuable. Unfortunately we have one continuous build,
but it is better than nothing.
