Summary:                    Header Testing in 6.0
Description: 
A couple of things:

1. The python files associated with header testing probably need to be installed
so that external VTK modules can be checked for VTK Style

2. If VTK_SOURCE_DIR is not set then Header Testing should not be run

3. Header files not prefixed with vtk should be skipped
