In ITK "gerrit-merge" doesn't really talk to Gerrit.
It uses the topic stage.  VTK's topic stage has been
replaced by Gerrit now that we're using a version that
has been extended with topic branch support.  Gerrit
will actually compute the merge now when you click the
"Submit" button.  It's done right in the Web UI where
reviews get done.  When someone approves a topic s/he
can even submit it for immediate merge.
