Summary:                    SystemTools::EnableMSVCDebugHook using old
environment variable.
Description: 
SystemTools::EnableMSVCDebugHook() is still using the old DART environment
variable to determine if we are running dashboard tests.

Ideally, we'd add support for the new DASHBOARD_TEST_FROM_CTEST variable.
