At first I was wondering that too. But then I think it's because when
building VTK/PAraView with CROSS_COMPILING set to TRUE, we import the
exported targets. If this list contains all the targets including the
libraries etc, then we'd have a conflict and hence we need the file to
contain only the targets for the tools.
