[vtk-developers] Should vtkTclUtils, vtkPythonUtils, vtkJavaUtils be moved to "Wrapping"?

I haven't heard anyone else reply, so for now I'll just move the
Python utils from Common to Wrapping/Python in my own fork on github.
If there are no complaints when those changes are merged, then the
same could be done for Tcl and Java.
