[vtk-developers] Should vtkTclUtils, vtkPythonUtils, vtkJavaUtils be moved to "Wrapping"?

The Common directory doesn't seem like the right place for vtkTclUtil,
vtkPythonUtil, and vtkJava util.  Would it make sense to move these
from Common into Wrapping/Tcl/, Wrapping/Python/, and Wrapping/Java/
instead?  One reason that I'm asking this is that vtkPythonUtil.cxx is
crazy long I'd like to break it into about three or four separate
files.  The change would go into my own VTK fork for testing first.
