[vtk-developers] Titan Python wrappers always regenerated/recompiled

I see some 7/2 list traffic about this on vtk-developers.

Even going into the Titan/TPL/VTK and just building from there, the python wrappers are always regenerated and rebuilt.

System:
- Winders Vista 64 bit (but with 32 bit development environment)
- VS 2008
- CMake 2.8.2
