Hello,

What's the policy for vtkToolkits.h.in vs vtkConfigure.h.in

vtk source file usually depends on vtkConfigure.h through indirectly
inclusion of vtkObject.h.

Does a vtk source file should depend on vtkToolkits.h  or only
external projects based on a vtk build?
