Summary:                    FindClosestPointWithinRadius isn't wrapped by python
Description: 
FindClosestPointWithinRadius is a faster , more efficient way than
FindClosestPoint but while FindClosestPoint is wrapped by python,
FindClosestPointWithinRadius is not.
these classes I know that uses it: vtkPointLocator,  vtkOBBTree
vtkOctreePointLocator , vtkAbstractCellLocator , vtkCellLocator.
