We are going to try to compile a small C++ file to check if we can 
rely on Video For Windows. There are CMake commands to do that kind 
of trick, it is done to test many other features in VTK so it's 
pretty straightforward. This will benefit vtkWin32VideoSource too in 
Hybrid, and remove one more cryptic option from the list of options.
