I've just fixed this.  It was simply a few lines of code that were not
updated for adjusting the include directory ordering, as you suggested.

VTK uses a slightly modified version of freetype/ftgl due to some
singleton destruction ordering problems.  Unfortunately no one has had the
time to properly add vtk prefixes to all the symbols in the vtk version of
the library, or to work with the freetype people to solve the problem
upstream.
