[vtk-developers] Adding SetReferenceCount to vtkObject.

hi,

If no one has any objections I plan to add the SetReferenceCount
method to vtkObject.h.  Andy added the GetReferenceCount and for
consistency and backwards compatibility I'd like to add the Set method
as well.
