[vtk-developers] New vtk Python packages.

Just committed a new set of packages for VTK-Python.  There is a
README here:

Please do go through it.

TODO:

  (0) This is all experimental so things will change subject to
  discussion etc.

  (1) Right now I haven't touched *any* existing code.  Once we all
  think this new code is OK, we can make changes to the older code to
  use the new packages.  Also, the new additions should not bother
  existing code.

  (2) I haven't populated the testing directory yet.

  (3) Still haven't decided if we should use interaction or widgets or
  something else for the widget related directories.
