vtknew again...

did a checkout first thing this morning and started a compile. Got lots of 
problems,
made some tweaks to cmakelists files
vtkCommon (vtkIdTypeArray)
vtkIO (Rendering + Graphics libs and tcl linking)

Additionally (thanks to Bill H), I've added
INCLUDE (LocalUserOptions.cmake OPTIONAL)
to the cmakelists files for us "custom" builders. Seems to be working. 
Apologies if I mess up everyone else's build :)
