[vtk-developers] Change to user.make

Hello Folk,

I want to check in some changes to user.make, mainly some updates to the 
default directories and some fixes in the rather dated Java defines and 
comments at the bottom. Since changing user.make will require folks to 
re-edit their local user.make I figured I check to see if there were any 
other folks that had changes etc they would like put into user.make before 
I check it in.
