[vtk-developers] VTK40 branched

I have branched release-4-0 of VTK. It still needs some minor cleanup
but that will be on the branch. Fell free to start checking in changes
again on the main tree. If you fix a bug, in the next couple weeks
please let me know, and I'll try to get the fix into 40.
