[vtk-developers] minor Parser/wrapper edit

I made a small change to a static variable in the wrap/parse stuff today
and it works fine on my Borland compiler, but I have a sneaking feeling
it'll cause problems at a later date (on some other compiler). If anyone is
going to run a Python/Java wrapper over code in the near future do please
let me know if I've broken anything.

(tcl seems ok from dashboard results, but I can't check the others).
