Regression images CVS moved

Bill and I have moved the regression testing from using ppm images to use 
tiff images which more people can view (without downloading other 
software). At the same time we have moved the CVS repo for these images to 
public.kitware.com.  Specifically

cvs -d :pserver:yourname at public.kitware.com:/vtk/cvsroot login

yourpass

cvs -d :pserver:yourname at public.kitware.com:/vtk/cvsroot checkout vtkbaseline

The new tree includes a directory for non image based tests as well.  Once 
this move settles down we will move the source code repo as well. I have 
renamed the old ppm repo to prevent people from checking in images into the 
old tree. The file naming convention is the same as before except .tif 
instead of .ppm
