[Tubetk-developers] Move to Github

The TubeTK development team continues to improve and extend the
toolkit at a furious pace.

Thank you for your patience as we go through these transitions.  We
are nearing the completion of our infrastructure update.

One remaining major item is to move the system so that the Github
repository is the main repository.    That effort is being led by
Jamie, and it is progressing well.

Today we are making the first step in that move.   The TubeTK Mantis
Bug Tracker has been shut down.  We will now use Github's issue
tracker.   Existing issues have already been moved to Github.  Please
report all future feature requests and bugs at:
   https://github.com/TubeTK/TubeTK/issues
