Actually that isn't the case anymore, since
vtkDataSetRegionSurfaceFilter has been moved from ParaView to VTK.

I just did a clean rebuild of the cmb superbuild, and also a
standalone smtk ( targeting the superbuild paraview ) . Both of these
build correctly.
