[Smtk-developers] SMTK build warnings

1. I will start to look at this warnings today.
2. I have opened a MR to stop running python smtk mesh tests when we
don't have a moab built using hdf5. I am going to also open a MR to
fix the issue with linking tests on window's 'soon'.
