You can add the Temporal Shift Scale filter and set the Scale, in your case, to 1000.

Is it possible to scale time, and then display this on the screen with the Annotate Time source?  For instance, assuming can.exo's time is in seconds, I would like to present time on screen in milliseconds.  Can.exo's first timestep is at 0.0001 seconds.  I want to display it as 0.1 milliseconds.
