Try outputting a glyph every point.  On the Properties tab, under Masking, Glyph Mode, change this to off.

Dear Paraview Developer,

When using the Glyph function to rend point sets, it may skip some points, as shown below

This happens either in steady case or a unsteady case. In the latter, Glyph works at first and then disappear afterward.

The .vtp file for generating the above point set has been attached in this email.
