[Paraview] Build error on Windows

I think the real problem is the errors like this:

files shared from another project (vtkWrapPythonInit.vcxproj,

rebuild behavior.

7> CMake does not need to re-run because
D:\ParaView\pv-4.3.1-git\VTK\Wrapping\Tools\CMakeFiles\generate.stamp
is up-to-date.

I have no idea why that's happening. Maybe someone more familiar with VS knows.

I am not sure if there are any issues with the source and build
directories being on different drives. Try moving both the same drive,
to see if that helps -- but that's just a wild guess.
