[Paraview] 0014670: Edit Color Map Toolbar button should toggle the Color Map Editor

Hi there,
today I stumbled over an issues that I think the Edit Color Map
Toolbar button should toggle the Color Map Editor. I checked
ParaView's bug tracker and actually found a corresponding entry: issue
0014670.

But its status is backlog. I am wondering how you handle the status
"backlog". The CMake guys use backlog, when the proposed change makes
sense but no developer finds time to look at it. Which is quite close
to "Won't fix".
How is this handled in ParaView? Will this be implement in a
foreseeable future, even without implementing it myself (which I won't
do)? I could not find any reaction from developers.
