Aha, that did the trick, thanks a bunch Utkarsh.

Perhaps simple steps as follows would be great to add on this page for others stumbling like me
Texturing in Paraview version 3.98+
1) Source > Plane
2) Filter > Texture to Plane
3) Toggle Advanced properties "cog wheel icon" next to "Search" in Properties Panel
4) search for "texture" o scroll down to Texture > load
5) Make sure your representation is surface
This change also needs to go into the new manual as its not there either.
