[Paraview] Superbuild: Passing VTK parameter?

I want to pass a VTK build parameter from the Superbuild down into the depths of the ParaView build.   In my top level cmake command, I'm passing the flag:

-DVTK_USE_OFFSCREEN:BOOL=ON \

but if I look in the paraview/src/*build/CMakeCache.txt file I'm getting this:

VTK_USE_OFFSCREEN:BOOL=OFF

Should I be able to pass this parameter from the top-level cmake command in the Superbuild?
