[Paraview] PointSprite Plugin on PV 3.98.0

[Utkarsh Ayachit]

PointSprite plugin has issues when VisItBridge is enabled hence it's not
built in that case. You can rebuild ParaView from source without
VisIt-bridge  and the plugin should be available.
