For the records:
The omission of the ctrl key was an oversight, item 6 should read:
6. Press and hold down Ctrl key, click and drag to select more points, release Ctrl key.

BTW, how do I get the sphere source?

And it works for me just fine for me on Windows too :/. Here is the exact sequence of actions in a clean paraview

1. Create Sphere
2. Hit Apply
3. Type "s", ParaView enters selection mode (Select Cells On)
4. Click and drag in the 3D view, some cells get selected.
5. Type "s", ParaView enters selection mode again.
6. Press Ctrl and keep it pressed:
   --- With Ctrl pressed, click and drag in 3D view and few more cells will get selected.
7. Release Ctrl only after click-and-drag operation is complete.

I tried this on Linux, and it works fine.
I tried this windows (master pull from about last Friday, November 10), and it does not work.  Not sure if it is related, but my debug build outputs the following warning:

Generic Warning: In ..\..\..\..\..\src\ParaView3\ParaViewCore\ServerManager\Core\vtkSMPropertyHelper.cxx, line 408
Call not supported for the current property type.

Matthias, if you have not already, please write this up as a bug.

This seems to work for me on Linux and Mac (the only platforms I could test on as I am travelling). Have you tried these on anything other than Windows? I wonder if it's a Windows only problem. I will test on Windows once I get back later this week.
