[Paraview] paraview 3.98rc1 and protobuf

VTK_USE_SYSTEM_PROTOBUF ON is not supported currently. However if someone
in the community is interested in supporting that and would like us to
integrate patches into ParaView to enable the same, we'll be more than
happy to do it.
