[Paraview] Load timesteps

Means that 22 characters in on the 4'th line of your xml file, or in other
words the 178'th character from the start there is a syntax error.
Looking there I see “10" and noticed that the open and close quote marks
are different.

What happens if you replace all of the “'s with "'s.
