the tracker (scale) or on the scene.

You can apply a tracker transform on the <VRPNConnection> tag
  <Tracker id="0" name="something">
<TrackerTransform value=" 1 0 0 0
                                                0 1 0 0
                                                0 0 1 0
                                                0 0 0 1">
