[Paraview] SurfaceLIC plugin does not get built

After building paraview with GUI on the cluster the SurfaceLIC plugin is available. So I can confirm that the plugin only gets built when the client GUI is enabled.

Is that indeed the case? In which case that's a bug. We need to fix it
so that the plugin build w/o the client gui. Can you take a look
please?
