[Paraview] license question

That means that the US government entities can use the referred work without
any restrictions. Not relevant to anyone else. Not too relevant to the
government
either since the code is BSD licensed. Note that this does not extend to any
improvements or fixes made by others unless they contribute it back to
VTK/ParaView.
