[Paraview] Plugins in Windows 3.6.2 binary

The Qt deployment docs for Window says:
"If you are bundling the runtimes and need to deploy plugins as well, you have 
to remove the manifest from the plugins..."
"If you skip the step above, the plugins will not load on some systems."

So, its my guess that is why it doesn't work on non-updated systems.
