[Paraview] OpenFOAM reader missing in 3.8

This is a bug and I think I know what changed (I see there is a new #ifdef
VTK_USE_OPENFOAM line in the readers.xml that has been mistakenly merged
into the branch). I will make sure these are removed and that the reader is
available in the next set of binaries.
