[Paraview] Inability to build static

[Berk Geveci]

Currently, we don't support this out-of-box but it is possible to do
with some tweaking. We do it when cross-compiling to Crays and
BlueGenes for example. You won't be able to load the resulting modules
in Python though. You will have to stick to pvpython/pvbatch/ParaView.
