[Paraview] plugin not loaded?

I put my reader plugin in c:\paraview\installs\3.7\bin\plugins\gdareader, it
doesn't load by paraview?? There are other plugins there such as Moments and
CSCS etc. Is this supposed to work? I also tries c:\Documents and
Settings\Bam\Application Data\ParaView, doesn't work either?

Question is can reader plugin be loaded by paraview or user has to load
explicitly?
