[Paraview-developers] Disable test data download seems to be broken

Hi,

I just got a new laptop, and wanted to see how ParaView did, and tried
to disable download of test data. First I tried turning on the CMake
variable, next I tried using the set up for development script and
chose to exclude from the all target.

In both cases I still see many downloads from MIDAS, is there a new
way to enable this, or perhaps it got broken at some point? This is
ParaView master as of a few minutes ago with CMake 3.5.1 on Linux with
the Unix Makefiles generator.
