[Paraview-developers] Changing minimum required CMake version to 3.5.1.

Folks,

I wanted to check if people have any major objections to changing the
minimum required CMake version for future releases of ParaView to
CMake 3.5.1.

This will allow us to use newer CMake functionality as well as keep
the cmake scripts cleaner and more maintainable. Note that this will
only affect ParaView master builds and releases ParaView 5.1.0 onward
with ParaView 5.0.1 and earlier releases remaining unaffected.
