[Paraview-developers] Scalar bar

Hi all,

I've pushed/merged a change to the scalar bar actor which flips the min/max annotations so they are visible with the default scalar bar placement. There will be some image test failures as baselines will change. I'll be watching the dashboard problems but feel free to complain anyway.
