[Paraview-developers] Merge Blocks / Merge Points patch

[Hal Canary]

In the Merge Blocks / vtkCompositeDataToUnstructuredGridFilter filter, 
coincidental points were automatically merged together.  Attached is a 
patch to expose this to the user in ParaView as an option that can be 
turned off.

I can submit this patch via Gerrit as soon as I have permission.
