    Remove 2 files from jslint, move geocelery configure to main cmake
    
    Two of the worklfow files are generated from converting xml to json
    and do not need to follow jslint standards.
    
    Moved the geocelery_conf.py configure_file command to the end
    of the main CMakeLists.txt file so that the modules copy
    directory command would not fail.
