[Midas] Adminstrator email address validation bug

I've tried to submit this bug report to the MIDAS bug tracker, but my
account seems to be locked even after doing a password reset...

The issue I ran into is that the input validation for the administrator
email address during initial setup page (
http://localhost/midas/install/step2) is does not allow hyphen ('-')
characters in the part before the @ sign. For example, it will not accept
foo-bar at example.com even though that is a perfectly valid email address.
Note that this does not apply to the input validation for regular user
email addresses.
