[Kwiver-announce] KWIVER 1.0.0-rc1 is now available for testing

KWIVER version 1.0.0-rc1 is ready for testing. This is the first formal
release of KWIVER so there may be a few bumps along the way to the final
version.

The release candidate can be checked out from the *release* branch. This
branch will track the current release candidate tag as issues are found and
addressed.

I will start listing the changes between versions after this initial
version is finalized.
