Yes, layout[2] is for the third direction, when you do a stack.
Do not set layout[2], as you set your FixedArray to be 2 dimensional. (else you should do itk::FixedArray< unsigned int, 3 > layout;
So for vertical tiling it is:
layout[0] = 0;
layout[1] = i + 1;
