Hi flydps,
The numbers you are talking about are not related to the location in the
file.  They are used to identify attributes within the DICOM standard.  I
don't know a whole lot about this myself, but I'll point you to the NEMA
website page on the DICOM standard (http://medical.nema.org/standard.html),
in particular Part 6: Data Dictionary.
