[Insight-users] hanging build with "BUILD_TESTING" enabled

I do not have any 3rd party anti-virus software installed. However, I did
have the Microsoft Security Essentials software enabled. (It installs
automatically with Windows Updates, as you probably know.) I tried
disabling Microsoft Security Essentials and building again with my original
setting (2 maximum parallel builds). I got the same result of a hanging
build. Let me know if I should try completely uninstalling Microsoft
Security Essentials, or if there are any special steps needed to disable
it. (I unchecked all the settings that seemed to enable MSE.)
