[Insight-users] hanging build with "BUILD_TESTING" enabled

Other developers are seeing the same issue.
In Visual Studio
Set Tools>Options>Projects and Solutions>Build and Run>Maximum
number of parallel project builds" = 1
and let us know if this resolves the issue.
